withdraw via local agent

hello, I receive this message when i was trying to withdraw through Agent

“It seems you’ve not taken full advantage of our trading facilities with the deposit you’ve made. Before we can enable you to make a withdrawal via a payment agent, we need you to contact us by live chat to explain why you wish to withdraw funds.”

I actually had no problem with this method until today, Please can you help me so that i can continue withdraw through payment agents.
