What's best way to make withdrawals in the Philippines?

Hi guys,

I was able to make a deposit using my visa card. everything went well.

However, i tried to make a sample withdrawal, and tech says visa withdrawal is restricted in the Philippines.

Any suggestions how to resolve this?
